MARDIN ARTUKLU UNIVERSITY AND CHAMBERS/COMMODITY EXCHANGES’ MONEY-LOAN RESARCH 2019 SHOWS GENERAL ECONOMIC CONJUNCTURE REFLECTS ONTO RELATIONSHIPS WITH WORLD OF BUSINESS

Within the scope of the “81 Cities for 81 Academic Advisors” Project carried out by TOBB / TEPAV since 2014, efforts are continuing to increase the institutional capacities of Chambers / Commodity Exchanges in Mardin and to increase the levels of contribution to regional development.

Under the coordination of Assoc. Dr. Mehmet Behzat Ekinci from MAU Faculty of Economics and Administrative Sciences Department as well as TOBB / TEPAV, Mardin Province / Districts Chamber / Exchange Academic Advisor, this field study was conducted with the participation of public and private classical and participation banks in Mardin and Districts in April-May 2019 with the contribution of the students of the Department of Economics as it tries to take a picture of the general quality money-loan relationship between banks and agriculture, industry and service sectors.

A total of 10 bank branches and face-to-face surveys were conducted to answer the following 4 (four) main questions:

1. What do you think about the relations between banks and industrialists / business people in Mardin; are the relations intact?

2. What kind of problems do you have between banks and industrialists / business people in Mardin?

3. What information and documents do you request while lending?

4. For which sectors / fields of activity do you provide the most loan in Mardin?

The answers given within the scope of the questionnaire were blended and the general situation was determined and evaluated. Some results of the research are as follows:

 - The relations of Mardin banks with the business world are generally based on a solid foundation and trust.

 - Banks in Mardin cooperate with many sectors. However, Mardin Organized Industrial Zone is the place where banks operate intensively. Food production and transportation services are the sectors that stand out here.

 - The majority of the banks stated that there was a good and sound commercial relationship with customers, but that the soundness of these relations could change with respect to the customers' perspective of the bank. As a matter of fact, it is stated that this style is a factor preventing stable relationship between the bank and the customer since some customers' view of the bank is based on obtaining loans and not visiting the branch after receiving the loan.

Some of the banks that participated in the survey noted that shakiness in relations may occur when problems with loan paybacks occur with customers.

 - On the other hand, the current economic conjuncture in Mardin, Turkey's economy in the realm of customer-business relationship is also stated to have negative repercussions. In this context, it is stated that the tax, deposit restrictions etc. imposed on the banking sector affect these relations adversely.

 - Mardin banks see that industrialists / business people sometimes do not act professionally in their transactions and is a source of various problems.

 - Banks also draw attention to the danger of “moral hazard” phenomenon and state that some of the financial resources received are used for investment purposes. Moreover, some firms argue that their efforts to risk above their own capital cause them to experience difficulties. In addition, some of the loans received are not real estate, etc., rather than production. They can also be used for the purchase.

 - One of the problems between banks and the business world in Mardin is related to loans and some of them can be listed as follows: 'High interest rates, Disputes regarding credit costs and pricing, Delays in loan repayments, Payment problems due to wrong investment decisions, Debt collection due to recession in general economy difficulty and the negative impact of this on loan repayments, the difference in interest rates between private and public banks.'

As a requirement of its responsibilities towards its members, related institutions and the public, various institutions, especially Mardin Artuklu University; Mardin Province / Districts Chambers / Commodity Exchanges will continue to cooperate with them and similar studies on the determinations, evaluations and economic policy proposals of the city will be carried out.
